Meadow School Uxbridge

Meadow school is SEN school in Uxbridge London. The school was funded for a 6th Form block, funding approval was given in September 2012 with a dead line for completion and occupation of 5th April 2013.

Module AR from Melton in South Yorkshire was contracted to design and build the 1030 square metre two storey classroom block taking site possession on 5th December 2013 with the demolition of the existing single storey mobile units and the completion of the ground works for delivery of the 42 modular units in February 2013.

The whole site installation took 6 weeks with the school taking full occupation and use on the 9th April 2013. The project completed to programme, cost and quality.

Development manager Asda Stores Ltd

Development Manager. South and East of England. Development of new stores ranging from 27k sq feet to 80k including store extensions and small works projects. Total build costs £200m

Integration of the project teams to control and construct the various projects, including the control of projects from planning application and approvals including legal, property and commercial briefs, to the completion and handover to store teams for trading.
I have client managed some £200M of projects, being involved in land and new store site negotiation such as the Asda 2nd small store at Walthamstowe in london including refurbishment and fit out for xmas 2002 trading. Also acquisitions with other joint venture parties such as residential partner at Crawley, joint venture at Harlow with other retailers and local authority (offices relocation and fit out as part of the overall agreement ), Acquisition and refurbishment and fit out of existing retail premises at Richmond London and other retail partners. Welwyn Garden city, negotiation and agreement with Higher Education college where the contractor constructed the new campus and then the retail store, including S278 highways for the local authority.

I have managed the feasibility, presentation and approval of new stores to the board members Walmart American approvals team via conference calls, Value of projects varied from refits of £1m up to total new builds of £20m+. I took complete responsibility for the external Project Manager, Architect, structural engineer, mechanical and electrical engineer, planning consultants, specialists such as ground remediation contractors, main contractors such as Carillion, Pearce, Higgs and Hill etc During the 18 month period I managed some 20+ stores at various times of their programme.

Consultant to Chorus Group

Category A Shell and Core (110k, sq metres) fit out as a Design and Build Contract at Strand, London. 9 storey office basement and retail units. £18,5 million pound development, brought in to provide Senior support to project including Asset Management works. Duties to review design, co-ordination procurement of packages, negotiate with subcontractors and drive the project to Practical completion.

Contractor bid manager for £45m data centre

Contractor bid management for £45m data centre in London. Restricted site with major demolition, piling for basement with structural frame. Compiled 2 stage Bid document and methodology strategy, programme and major co-ordination requirements with local authority codes and Olympic games requirements for the project completion.

Assist new Facilities Management company to commence 5 year contract. Assist in the review of Asset Management and backlog maintenance, Project works critical to the operational and visitor experiences. World Heritage site with numerous listed buildings with all types and structures.

Client PM Arnold House School St Johns Wood, Project manager of extension to existing teaching space to provide music practise rooms and upgrade of toilets, reception, Head teachers office and admin support. £700k budget.

Consultant role to London Borough of Harrow

Consultant role to London Borough of Harrow, Interim Schools Asset Manager. Manage the changing needs of the Borough as a result of the forthcoming Government spending review and the major financial overspend discovered during my enquiries. Review of procedures and procurement of school projects. Re -evaluation of LBH staff, manage and develop the internal departments, review role profiles and job descriptions, working practises, including management of Project sponsor, Client and Major works team. Consider voluntary severance, redeployment or redundancy including recommendation with future staffing needs.

Review of the likely 3 year funding from central government advise as to cost effective spend. Identify major budget overspend and proposed rectification options. Provide alternative procurement and construction methods.

Towers School Ashford Academy. £1.4m budget. Obtained a residential permission on portion of school land for 11 units, arranged sale of land. Capital receipt £835k used for planning application to KCC for Gymnasium, dance/drama studio, two teaching classrooms and storage.

Client Representative West Kent College

Working as WKC in-house construction expert and part of internal project management team, including all Learning Skills Council funding and contract negotiation, liaising with SMT, external Project Managers, consultants and other WKC staff, in particular, Legal representation, Estates & IT Departments. Providing strategic advice on all matters relating to Campus 21 eg retention of buildings, alternative proposals to resolve initial car parking issues, resolution of section 278 Brook Street Works, planning application for 85 units to realise a capital receipt supporting the overall cost plan, monitoring consultants and reporting concerns.

Royal School for Deaf Children, Margate £5.4m Residential Block for severely disabled adult learners. Enabling works now complete. Project on hold as sale of land has fallen through. Scheme fully designed and tendered with preferred contractor waiting to proceed.

Consultant to Kent County Council

Project investigation of KCC projects that were running over budget and/or behind schedule. Through value engineering and in-depth knowledge of construction costs and timescales, identified substantial savings both in terms of time and money. Review of PFI schemes, SEN and Major Projects – identified poor management of various projects with a value of in excess £50-150m. Ensured that the client brief was clear and being correctly interpreted by the project manager. Provided recovery plan and identified viable options.

Reduced proposed building costs from £9.6m to 5.7m. Negotiated with planners to keep construction traffic down by keeping spoil on site – used this to rectify a poorly draining sports pitch. Persuaded planners to allow new car park to be brought forward to phase one. Got the width restriction on the access road lifted allowing access to both sides of the site (reducing impact on residents). Estimated the cost and timescale of the project with impressive accuracy.

Recommended by Hillview, Bob invited to take over the project which was in danger of going over budget and running behind schedule. Took charge, set goals for all consultants and expected them to be met and pushed until they were. 1.86m budget. Never compromised on quality even when unforeseen expenses arose, but suggested design alternatives to ensure the project stayed within budget. Worked closely with estates team to capitalise use of their in-house skills. Medical centre completed 16 weeks ahead of schedule and sixth form centre 10 weeks ahead of schedule.
